From FAR to Fast: Operationalizing CSOs and OTs for Space Innovation at Speed

With global competition accelerating in orbit and on the lunar surface, acquisition speed is a strategic advantage. In 2025, the Department of Defense issued new guidance making Commercial Solutions Openings (CSOs) and Other Transactions (OTs) the preferred pathways for acquiring software-defined and dual-use capabilities. This panel explores how these flexible authorities are being used to accelerate space innovation and support public-private alignment.

What sets this panel apart is its grounding in real-world execution. The session will be led by a startup founder and nontraditional vendor who has successfully navigated federal acquisition using these pathways. Representing the voice of emerging commercial innovators, the panelist will offer first-person insight into what it takes to engage government partners under CSO and OT frameworks, and how to bridge cultural and process divides to deliver operational capability.

The panel will also feature:

A federal acquisition strategist to contextualize the policy shifts and authorities (10 U.S.C. § 3458 and § 4022)
A DoD/Space Force program manager or contracting officer who has led CSO or OT executions
An acquisition legal advisor to provide statutory framing and compliance considerations
Discussion will focus on structuring solicitations, evaluation realism, IP protections, vendor eligibility, and how to move from prototype to production.

Attendees will leave with concrete playbooks for engaging in faster, more collaborative acquisition—whether from the federal or industry side of the table.
