As demand for innovative space capabilities continues to grow from both the U.S. government and the commercial sector, the National Space Policy's emphasis on a "commercial-first" approach highlights the vibrant B2B market. However, a critical gap exists in the availability of “flight-proven” technologies, creating challenges for buyers, insurers, investors, and regulators in assessing risk. This panel will address this paradox by proposing a comprehensive strategy to leverage a federated network of testbeds and proving grounds. 

Participants will explore how such a governance framework can facilitate accelerated testing and validation of commercial space capabilities, ultimately boosting confidence among stakeholders and promoting wider adoption.
