David holds a Bachelor's degree in Mechanical Engineering and a Master's in Aerospace Engineering from Old Dominion University. Over the course of his career, he has led and contributed to a diverse portfolio of technically complex programs spanning shipbuilding, the Naval Nuclear Propulsion Program, cryogenic plant design, marine systems engineering, and aerospace ground support infrastructure.


His project experience includes nuclear fuel transport logistics, radiological tooling development, computational fluid dynamics, pressurized cryogenic vessels, vacuum systems, propulsion testing, and thermal system design. Currently, he serves as a Project Manager at RS&H, a leading architecture and engineering firm specializing in aerospace infrastructure. In this role, David oversees the design and delivery of mission-critical systems including propellant piping, lifting fixtures, tooling, spaceport infrastructure, lightning protection systems, and environmentally controlled payload enclosures.


David's key professional objective is to integrate his multidisciplinary experiences to accelerate the deployment of Space Nuclear Systems—enabling safe, reliable, and routine launches from the United States in support of national space exploration and colonization goals. His vision for the Space Nuclear industry includes constellations of nuclear fission reactors in LEO, surface fission power on the moon and  Mars, NEP and NTP propulsion in Cis-lunar space and every lander or crawler containing a radioisotope heat source to survive the lunar night.
